The States are asked to decide:
Whether, after consideration of the Policy Letter entitled ‘Contributory Benefit and Contribution Rates for 2027’, dated 14th September 2026, they are of the opinion:
- To set the contributions limits and rates as set out in Tables 4, 5 and 6 of the Policy Letter, from 1st January 2027.
2. To set the standard rates of contributory social insurance benefits as set out in Table 7 of the Policy Letter, from 4th January 2027.
3. To set the contribution (co-payment) required to be made by the claimant of care benefit, under the Long-term Care Insurance Scheme, at the rates set out in Table 12 of the Policy Letter, from 4th January 2027 and 5th July 2027.
4. To set the weekly long-term care benefit at the rates set out in Table 13 of the Policy Letter, from 4th January 2027 and 5th July 2027.
5. To set the weekly respite care benefit at the rates set out in Table 14 of the Policy Letter, from 4th January 2027.
6. To note the Committee’s intention to use the power conferred on it under section 24(5) of the Social Insurance (Guernsey) Law, 1978 to reduce, by Regulations, the maximum aggregate period for which a person can receive unemployment benefit from 210 days to 150 days.
7. To amend section 32 of the Social Insurance (Guernsey) Law, 1978 to reduce the “relevant period” for bereavement allowance from 52 weeks to 26 weeks, and to provide that individuals already receiving bereavement allowance when the amendment comes into force will retain entitlement for up to 52 weeks under the existing provisions.
8. To direct the preparation of such legislation as may be necessary to give effect to the above decisions.
