Appeals Commissioner Report on a Complaint Under The Code of Conduct

The States are asked to decide:

Whether, after consideration of the findings in the attached Report by the Guernsey

Appeals Commissioner regarding Deputy St Pier’s appeal against the Commissioner for Standards’ conclusions and recommendation dated 7th July 2025, relating to a Code of Conduct Complaint, they are of the opinion:

1. That Deputy Gavin St Pier should be suspended from the States for 25 days pursuant to the Code of Conduct for Members of the States of Deliberation.

The above proposition has been submitted to His Majesty's Procureur for advice on any

legal or constitutional implications in accordance with Rule 4(1) of the Rules of

Procedure of the States of Deliberation and their Committees.
